<P>PROBLEM TO BE SOLVED: To reduce unevenness of treatment due to insufficient agitation by convection alone in the purification treatment of a liquid with ultraviolet irradiation. <P>SOLUTION: A protective tube 3 is provided in the center part of a columnar jacket 1, and an ultraviolet lamp is installed in the protective tube 3. An inlet 11 and outlet 12 are provided in the column side surface of the jacket 1. In addition, a bubble generator 5 is installed in a water passage 13 in the jacket 1. Water to be treated 6 is introduced from the inlet 11 and discharged from the outlet 12. The introduced water to be treated 6 is treated with ultraviolet rays radiated from the ultraviolet lamp 2, while flowing under agitation by bubbles 5a generated from the bubble generator 5.
