PROBLEM TO BE SOLVED: To provide a technique which enables a metal catalyst to be manufactured on an industrial scale and as highly activated one.

SOLUTION: This method is for manufacturing a catalyst with a metal as an activated component by thermally treating a metal-supporting material. The calcining treatment process is performed by heating in an inactive atmosphere. Further, a hydrogen treating process is performed to thermally treat a calcined product after passing through the calcining treatment process, in a hydrogen atmosphere.
