<P>PROBLEM TO BE SOLVED: To provide a sheet-shaped stretchable base material which has stretchability and a portion having a shape to be hardly changed even when stretched. <P>SOLUTION: The stretchable organic base material is the sheet-shaped organic base material having stretchability and obtained by forming a hardly-stretchable polymer part partially and integrally in an easily-stretchable polymer matrix. The length of the major axis of the hardly-stretchable polymer part in the surface direction is 0.05 mm to 10 cm. It is preferable that the hardly-stretchable polymer part is formed partially in the easily-stretchable polymer matrix in such a state that the hardly-stretchable polymer part is exposed to the surface at the least. It does not matter if a surface shape of the hardly-stretchable polymer part or a projected shape, when the surface of the stretchable organic base material of the hardly-stretchable polymer part is set as a projected surface, is any shape of a nearly circular shape, a nearly rectangular shape and an unfixed shape.
