PURPOSE: A method for forming a functional material layer in an inner wall of a nuclear fuel cladding tube is provided to prevent a crack due to remaining stress difference by processing a plating layer formed on the inner side of a nuclear fuel at low temperatures to remove the remaining stress of the plating layer. CONSTITUTION: A plating layer is formed on the inner side of a nuclear fuel cladding tube by electroplating functional materials. A functional material layer is formed by thermally processing the plating layer. A thermal process is performed at 100 to 550 degrees centigrade under vacuum, argon, or nitrogen atmospheres.
