<P>PROBLEM TO BE SOLVED: To provide artificial fish banks capable of easily rooting aquatic plants such as seaweed and diatoms, not contaminating environment of the bottom of the sea, and capable of effectively utilizing an industrial by-product such as incinerated ash, and to provide a method for producing the same. <P>SOLUTION: Each block body 2a is constituted such that incinerated ash or the like is added to cement as an aggregate 8 together with gravel and water, kneaded and thereafter hardened and molded in a prismatic shape; wood chips 7 in which spores of seaweed and diatoms are adhered are embedded on two opposing side surfaces of the block body in a state where a part thereof is exposed; and fixing paper pieces 6 are pasted on the side surfaces so as to cover the wood chips 7, and the wood chips 7 are embedded on the upper surface 18a with parts thereof exposed.
