<P>PROBLEM TO BE SOLVED: To perform charging safely by reliably acquiring a charging control parameter prior to the charging. <P>SOLUTION: A charging part 105 charges a storage battery 111 in accordance with a charging control parameter. A storage part 103 stores a table in which a plurality of areas on a map and a plurality of charging control parameters are associated with each other. A position information receiving part 101 acquires position information indicating the current position of a vehicle 250.
