PROBLEM TO BE SOLVED: To provide a controller, image forming apparatus, and program capable of realizing a tactile effect while suppressing the deterioration of image quality.

SOLUTION: An image forming apparatus includes a controller and a printer. The controller includes a regulation part 60 for regulating the sum of density values of respective colors in the respective pixels of image data to be within a reference value. The regulation part 60 includes at least a setting part 62 and a determination part 66. The setting part 62 sets the density values of respective specific colors of the multiple pixels included in a specific area within the image data to be a common representative value RV. The determination part 66 determines the density values of the respective colors thereby to allow the sum of the density values of the respective colors other than the specific colors of the pixels in the specific area to be a value which is obtained by subtracting the representative value RV from a reference value indicating the total amount regulation value of a total toner amount.
