PROBLEM TO BE SOLVED: To provide an apparatus for producing ultrapure water, the electric power cost of which is reduced, the maintenance charge of which is lowered since the exchange of a light source is not required semi-permanently, which can be formed to have a downsized structure and in which organic matter can be decomposed in high efficiency. SOLUTION: The apparatus for producing ultrapure water has an organic matter removal unit composed of an organic matter decomposing means and an ion adsorbing means which are arranged in this order along a flow passage of the water to be treated. The organic matter decomposing means is provided with: a tubular body formed from an electrical insulating material having light transmissivity; an electrically conductive layer which is layered on the inner or outer peripheral side of the tubular body and has light transmissivity; a photocatalyst layer which is layered on the electrically conductive layer and brought into contact with the water to be treated; and a light emitting diode for emitting the exciting light for exciting the photocatalyst layer toward the photocatalyst layer while transmitting the exciting light through both of a wall part of the tubular body and the electrically conductive layer.
