<P>PROBLEM TO BE SOLVED: To mitigate an occurrence frequency of unnecessary communication with a base station by excluding a base station which is previously confirmed to be actually incapable of performing communication from candidates of cell re-selection. <P>SOLUTION: A level measurement part 12 measures reference symbol reception power of a received reception signal transmitted from a base station. A cell report part 13 determines whether a target base station, which is a base station being a target determined to be valid or not, is invalid or not by comparing a threshold according to a reception signal from a known base station and a reference symbol reception power of the target base station.
