The arrangement (1) has a housing attached around the arrangement such that the arrangement is protected from a large bird. An aperture of the arrangement allows restricted amount of propelling mediums e.g. water or wind-air, made to flow into an opening, where size of the aperture is smaller than that of the housing. A surface of the aperture is 0.90 percent smaller than a surface of the housing. The housing is made from a perforated plate or wire netting. A coupling element (4) is directly formed on a hub (2).
