<P>PROBLEM TO BE SOLVED: To provide a coated phosphor which is improved in moisture resistance. <P>SOLUTION: The coated phosphor 100 includes: a phosphor particle 101; a first layer 102 covering the outside of the phosphor particle 101; and a second layer 103 covering the outside of the first layer 102.
