<P>PROBLEM TO BE SOLVED: To provide an intermediate transfer body with flexibility which exhibits excellent mold releasability of toner and high transfer rate regardless of transfer medium, prevents an abnormal image caused by toner scattering, prevents damage to an organic photoreceptor and maintains a stable high-quality image for a long time, and to provide an image forming device using the intermediate transfer body suitable especially for full-color image formation. <P>SOLUTION: The intermediate transfer body, on which a toner image obtained by developing a latent image formed on an image carrier by using the toner is transferred, is formed by laminating a base layer and an elastic layer. The elastic later has independent concave and convex shapes by uniformly embedding a part of a spherical resin fine particle on the surface in a thickness direction.
