PURPOSE: A heating apparatus and a liquid heating apparatus having the same are provided to maintain a stable insulating property in a liquid by covering a terminal part and a heating part with an insulation part. CONSTITUTION: A heating part(110) includes an electrical heating element(111) including a carbon fiber. A terminal part(140) is connected to the heating part for power supply. The terminal part comprises a wire(141) and a connecting device(150) connecting the wire and a heating element. The connecting device comprises a first connection part(151) connected to the wire and a second connection part(152) connected to the heating element. An insulation part(160) is formed in order to insulate the heating part and the terminal part to the outside.
