PROBLEM TO BE SOLVED: To provide a color separation device and the like for generating mask data capable of reproducing a rugged shape on the surface of a texture on the surface of an embossing plate more precisely, while reducing costs.

SOLUTION: A color separation device 1 includes mask data generation means 21 for binarizing height field data (a target shape) 25 by a threshold to generate mask data 26; etching simulation means 23 for performing an etching simulation on height field data (an etching object) 29 based on the mask data 26 and generating height field data (the etching object) 28 after the etching; and difference shape calculating means 24 for calculating difference-shape height field data 31 between the shape of the height field data (the etching object) 29 after the etching and the shape of height field data (texture) 30. The difference-shape height field data 31 is used as the height filed data (the target object) 25.
