The emission flow path (11b) has a first exhaust gas outlet 53a and a second exhaust gas outlet (43a) joined to the evacuation outlet (11a). The evacuation flow path (11b) is disposed such that at least one or at least a portion of a reformer (14), a fuel gas preheating part (16), and an available oxygen gas preheating part (17) is disposed on the evacuation flow path (11b) or faces the evacuation flow path (11b).
