<P>PROBLEM TO BE SOLVED: To provide a transparent substrate having a light shield film which has a small light leak and high reflectivity, an electrooptical device with good picture quality having the same, and to provide a manufacturing method of the transparent substrate which include a small number of manufacturing stages. <P>SOLUTION: A reflective layer 12 containing at least one of aluminum, silver, and alloy containing silver has a small number of pinholes and a high reflectivity of ≥80% in a visible light range even when formed as a single layer, and further can absorb light by carbon particles contained in a resin layer 13 when light incident on a transmission type liquid crystal panel leaks from pinholes.
