A fluid regulator includes a control element (20) disposed within a valve body (12) and movable relative to a valve port (18) to control flow. A sliding stem (22) engages the control element and shifts the control element, with the stem including an upper portion (24), a lower portion (26), and an intermediate portion (28). The device further includes a lever cartridge (40) disposed in the valve body, the lever cartridge operatively coupling an actuator (38) to the stem and includes first and second pivoting levers, each having first and second ends and intermediate portions, with the intermediate portion of the first lever engaging the stem. The first lever (42) engages the intermediate portion (56) of the second lever (44), and the second lever is operatively coupled to a portion of the actuator, such that the first and second levers and the stem are responsive to movement of the actuator to thereby shift the control element between the open and closed positions.
