<P>PROBLEM TO BE SOLVED: To provide an insolubilizing agent capable of reducing the leaching amount of hazardous substances from contaminated soils and/or wastes to the environmental standard or lower; and to provide a method for producing the same. <P>SOLUTION: The insolubilizing agent has a magnesium oxide content of ≥75 mass%, and an unburned carbon content of ≤1.0 mass%, and a BET specific surface area of 20 to 50 m<SP POS="POST">2</SP>/g.
