PURPOSE: A device for measuring properties of a protective coating agent and a measuring method thereof are provided to measure the magnetism-smoothness and the flowage of a protective coating agent used for an electronic semiconductor element and LCD, PDP etc. so that properties of the protective coating age can be easily quantified and evaluated. CONSTITUTION: A device(100) for measuring properties of a protective coating agent comprises a plate(110) and a pushing unit(120). The plate comprises a measuring hole. The measuring hole is recessed from outside so that a protective coating agent is inserted. The measuring hole comprises a flowage measuring hole and a second flowage measuring hole. The first flowage measuring hole is formed on one surface of the plate. The second flowage measuring hole is formed in an exterior surface of the plate by being spaced from the first flowage measuring hole at a predetermined interval. The pushing unit is arranged to be movable from a rear surface of the plate. A part of the pushing unit is inserted into the rear surface of the measuring hole.
