<p>PURPOSE: A decider and method thereof are provided to enable viewers to rapidly watch desired content by optimizing synchronization delay for rendering main elements. CONSTITUTION: A second frame decoder reads a frame(S2). When the frame is a key frame, the second frame decoder reads DTS(Decoding Time Stamp) information and PTS(Presentation Time Stamp) information related to the key frame(S3,S4). When the DTS is smaller than a current PCR(Program Clock Reference) value, the second frame decoder rapidly decodes the frame(S5,S6). When the PTS is more than the PCR value, the second frame decoder copies the decoded frame to a display buffer for rendering(S7~S9).
