<P>PROBLEM TO BE SOLVED: To provide a paste composition for forming a catalyst layer, good in catalyst dispersibility and lowered in the danger of firing. <P>SOLUTION: A paste composition for forming a catalyst layer of the present invention is obtained by blending (2) a hydrogen ion conductive polymer electrolyte, (3) t-butanol, and (4) 1-butanol to (1) an aqueous dispersion of catalyst-carrying carbon particles.
