CONSTITUTION: A high voltage charge unit(221) changes an AC power source into a high voltage and charges it to a high voltage battery. An auxiliary voltage charging unit(222) changes the AC power source into an auxiliary voltage and charges it to an auxiliary battery. The high voltage charge unit, the auxiliary voltage charging unit, and a controller are loaded in a vehicle loading type slow development charging part. The controller measures the auxiliary voltage of the auxiliary battery. The controller charges the auxiliary voltage to the auxiliary battery through the auxiliary voltage charging unit.
