The device has an interface unit for recording interior reference temperature (8a) of a room. A set of thermal resistance coefficients and a set of time-constants (14a) are provided in the interface unit. The interface unit records beginning of phase of obliteration. The interface unit informs an occupant or any other operator regarding duration characteristics of the obliteration phase. A set of duration calculations is performed for the characteristics of the obliteration phase. Independent claims are also included for the following: (1) a device for partial obliteration of electricity consumption of a radiator or an electric air conditioner (2) a method for carrying out partial obliteration of electricity consumption of an radiator or electric air conditioner (3) an intelligent cooling or heating system.
