The device has an extruded section (2) i.e. disk, for forming a housing, and a ceramic positive temperature co-efficient (PTC) heating element (1) arranged in a cylindrical inner space of the housing. Heat dissipation elements (2a) i.e. ribs, are distributed around the inner space. The heating element rests against the extruded section. Pressing members (3) i.e. wedge shaped half cylinders, are arranged in the inner space and press the heating element against the extruded section. The members comprise sloping surfaces that diagonally run in an extruding direction of the extruded section. The heating elements are designed as cylindrical segments.
