The invention is: a zinc oxide film-forming composition that comprises a zinc compound represented by formula (1) as an essential component (in formula (1), R1 and R2 each independently represent C1-4 alkyl groups); a zinc oxide film production method; and a zinc compound. The invention provides a zinc oxide film-forming composition capable of forming transparent, homogeneous, and electrically conductive high quality zinc oxide films at low temperatures of 300°C or less.
