PURPOSE: A discount coupon providing system using an offline discount coupon store and a discount coupon providing method thereof are provided to permit the issue of a discount coupon for a small-sized local business operator only with a membership flat rate, thereby supplying profits generated through the discount coupon to the small-sized local business operator. CONSTITUTION: A discount coupon server(3) includes the following. A local business terminal(2) registers discount coupon information in a discount coupon registration module(31). A discount coupon store selecting module(32) provides a discount coupon store list to the local business terminal. A coupon information transmitting module(33) transmits the discount coupon information to a discount coupon vending machine of a selected discount coupon store. A purchase request receiving module(34) receives a purchase request of a user from the discount coupon vending machine.
