<P>PROBLEM TO BE SOLVED: To heat fuel rods of a fuel assembly by rows or by columns. <P>SOLUTION: A heating device 100 comprises a terminal board 101 and a plurality of rectangular heating plates 110. The respective heating plates 110 spread in a perpendicular plane while having base end sides fixed to the terminal board 101, and are arranged in parallel at intervals. Each of the heating plates 110 has a heating part 120, electrified to generate heat, arranged along its tip side, and also has electrification plates 131, 132, supplying currents from the terminal board 101 to the heating part 120, arranged.
