PURPOSE: A payment system for an international prepaid card with a national financial company identification number and a payment method for the international prepaid card are provided to enable a user to perform payment within charged balance limits in an overseas member store by using the international prepaid card charged with a domestic currency through cooperation between financial companies of each nation. CONSTITUTION: A card issuing unit(22) issues an international prepaid card having a financial company identification number of a second nation according to a request of a user of a first nation and stores issue information. If the international prepaid card is used in the second notation, a payment approval request receiver(23) receives a payment approval request from a second nation financial company server matched with the identification number. A currency exchange unit(24) exchanges a payment of a second nation currency for a first nation currency by referring to fixed exchange rate information.
