PURPOSE: A pipe connecting device for underground distribution is provided to safely protect an underground wire from flooding by using a floating body installed on a base plate and a flooding detection sensor installed on an external body. CONSTITUTION: A housing support(400) includes a guide rod. A flooding detection sensor(500) is installed on the bottom surface of a second main body. The flooding detection sensor outputs a flooding detection signal by a floating body(420). A controller(600) outputs an emergency signal by receiving the flooding detection signal from the flooding detection sensor. A transmitter(700) transmits the emergency signal to the outside.
