<P>PROBLEM TO BE SOLVED: To provide a cleaning tool that is easy to remove stains, that has a good feel, and that can be easily blended with active ingredients. <P>SOLUTION: The cleaning tool has a cleaning body 2 at least in one end of a shaft 1, wherein at least a part on the surface of the cleaning body 2 is composed of a water-soluble high molecular composition containing water and water-soluble high molecule. The water-soluble high molecular composition has moisture content of 30-95 mass%.
