<P>PROBLEM TO BE SOLVED: To provide a body cooling/heating device which uses a Peltier element, has an abutment surface and raises and lowers the temperature of blood by abutting the abutment surface to the skin near a thick blood vessel passing through a part near a body surface. <P>SOLUTION: The body cooling/heating device comprises at least a pair of abutment surfaces, circulation parts 12-1 to 12-3 for circulating water or a coolant, heat exchange parts 11-1 to 11-3 for cooling or heating the water or the coolant, and a power source part for supplying power to a pair of Peltier elements 15-1 to 15-3, wherein the pair of abutment surfaces function as cooling surfaces (heat generating surfaces) with excellent heat conductivity which are at least partially constituted of the Peltier elements. Also, the abutment surfaces are abutted to the skin on the body surface, especially a half around the neck or more, and an abutting part is provided with the circulation part for circulating the water or the coolant on the heat generating surface (cooling surface) of the Peltier element on the opposite side of the surface to be abutted to the body surface.
