PURPOSE: An image sensor and a photographing device including the same are provided to reduce unnecessary power consumption by turning on an IR-LED in an operation of a motion detection function. CONSTITUTION: A control unit(142) processes a digital signal and an image signal applied from an ADC(Analog to Digital Converter)(141). A motion detection unit(143) detects a motion from an output image of the control unit. The motion detection unit outputs a power off signal and a light emitting control signal. A DAC(Digital to Analog Converter)(144) converts the output image into an analog signal. The DAC selectively outputs the converted image output signal according to the activation of the power off signal. A light emitting control unit(145) selectively controls a turn on or turn off operation of a light emitting unit(130).
