PURPOSE: A vehicle high beam control device and a control method thereof are provided to rapidly warn emergency situations by switching on and off a high beam through the manipulation of a light switch. CONSTITUTION: A mode setting part(321) establishes a plurality of modes according to high beam pass provisional direction manipulation of a light switch. A flicker control part(323) switches on and off one among a high beam, a hazard light, a low beam, and brake according to the established mode. The flicker control part receives speed information of a vehicle from a speed sensor of the vehicle. A switching detection part(322) receives the signal according to the high beam pass provisional direction manipulation of the light switch.
