<p>The dispenser has a cap (70) and an operating handle (30) connected with each other such that displacement of the handle is mechanically blocked when the cap is arranged at a protecting position. A blocking member (32) is movably provided opposite to an outer housing (10), where movement of the blocking member is opposite to movement of the handle in the outer housing.
