A disclosed mobile station is used in a system where a newly-installed base station sends a broadcast channel including information indicating a pre-operation state. The mobile station includes a broadcast channel receiving unit configured to receive a broadcast channel; a new base station determining unit configured to determine whether the received broadcast channel includes the information indicating the pre-operation state; and a reporting unit configured to report an identifier of the newly-installed base station (new cell) and/or reception quality of a pilot channel sent from the newly-installed base station if the new base station determining unit determines that the received broadcast channel includes the information indicating the pre-operation state. |
