<P>PROBLEM TO BE SOLVED: To provide a function addition method capable of greatly shortening an evaluation period of a system and greatly reducing upgrading operation and cost for a program of a common part, and adding a new command without upgrading the program of the common part. <P>SOLUTION: A bus 105 for monitor control and a bus 106 for program transfer are provided between an individual package 104 and a common package 103. The individual package 104 includes individual package-side memories 302a-302c which store at least one of a control program and control commands for the package, and control parts 301a-301c which transfers at least one of the control program and control commands to the common package during implementing.
