<P>PROBLEM TO BE SOLVED: To provide detailed services for individual users in real time. <P>SOLUTION: A rule determination part 2 compares an average situation of a user with an individual situation of each user to perform determination on the basis of information from a sensor information collection part 1, and an information analysis/analytical-study part 4 sets individual determination standards for individual users with a difference from the average situation exceeding an allowable range. A common rule application part 3 presents services to be applied to respective users according to a common rule, and an individual rule application part 5 presents services to be applied to the individual users according to the individual determination standards.
