<P>PROBLEM TO BE SOLVED: To solve a problem in a conventional workflow proxy approval function in which proxy approval is determined only considering a period of time from application and whether an approver is approvable, thus the determination is made without considering contents and significance of the application. <P>SOLUTION: In a workflow system with proxy approval function, it is determined whether a proxy approval is made based on urgency and significance of a work satisfying a predetermined condition. More preferably, it is determined whether the proxy approval is made for the work, in which a predetermined time period has elapsed from application, based on whether a predetermined time period has elapsed from the last log-in by the approver to the workflow as a predetermined determination condition.
