<P>PROBLEM TO BE SOLVED: To provide a light-emitting bulletin device allowing persons to easily view a notice even at night. <P>SOLUTION: A light-emitting bulletin device 1 includes: an illumination unit 2 to which a surface on the other side of a printed surface of a poster 3 is detachably attached and that illuminates the entire surface of the printed surface of the attached poster 3 from the other surface of the printed surface; and a solar light power supply unit, or a solar panel 4, that is electrically connected to the illumination unit 2 and supplies the illumination unit 2 with an electricity generated using the solar light. The illumination unit 2 includes a light guide plate 2A. or a transparent acrylic plate to which the poster 3 is attached; and an LED 2B for illuminating the light guide plate 2A from the side of the light guide plate 2A. The poster 3 is attached to the light guide plate 2A, in a state of being bonded to one surface of the transparent sheet 5.
