The under-floor heating panel comprises a base plate 1 having a plurality of projecting members 12 embedded in an upper portion 2. The upper portion has at least one recess 21 arranged to receive an under-floor heating hot water pipe. The upper portion may comprise concrete in which, during construction of the panel, the projecting members are located prior to setting of the concrete. The projecting members may comprise T-shaped bodies 123 or elongate flanges 121 having one or more apertures 122. The base plate may be metal.
