PURPOSE: An onboard type energy recovering and supplying apparatus and an electric vehicle including the same are provided to reduce energy consumption and prevent the deterioration of the stability due to a stringing voltage by storing regenerative energy in an energy storage unit and transmitting the regenerative energy to an external stringing according to the driving situation of an electric railway. CONSTITUTION: An IGBT(Insulated Gate Bipolar Transistor) type first switch unit(S1) is connected to a stringing input terminal. An IGBT type second switch unit(S2) is serially connected to the first switch unit. One end of an inductor(L) is connected to a connection terminal of the first switch unit and the second switching unit. An energy storage unit is connected to the other end of the inductor. A control unit controls the charging and discharging of the energy storage unit and comprises an ultra capacitor.
