The device (1) has a piston-shaped insert (3) with passage openings (4, 5), and an ascending pipe (8) connected with one of the openings. A sleeve (9) is provided with a central outlet (10) that acts together with an external thread (6) of the insert. The sleeve closes the openings in a completely screwed condition, where the insert, pipe and sleeve are made from plastic. The sleeve releases the openings in a partially screwed condition, enables flow of air into the pipe over a groove and the opening and enables synchronous, separated discharge of fluid over another opening and the outlet.
