PURPOSE: A video coding method and an apparatus therefor are provided to improve intra prediction efficiency. CONSTITUTION: A prediction unit(210) generates a prediction block in consideration of offset. A transform unit(230) transforms a residual block into a frequency domain. A quantization coefficient controller(245) adjusts the value of a quantized frequency-converted block. A bitstream generator(260) outputs bit stream. A dequantization unit(270) executes the inverse quantization of the quantized frequency conversion block. An inverse transform unit(280) executes the reverse conversion of the frequency conversion block. An adder(290) restores a target block.
