<P>PROBLEM TO BE SOLVED: To provide a vehicle control apparatus that can facilitate work for attaching and detaching a heavy semiconductor cooling device. <P>SOLUTION: The vehicle control apparatus is arranged in a lower part of a railroad vehicle 4 and mounts the semiconductor cooling device 6. The vehicle control apparatus includes an upper frame 14, a sidewall 12 and a bottom plate frame 13 to be placed on the semiconductor cooling device 6. The bottom plate frame 13 includes a flange 2 for supporting both ends of the semiconductor cooling device 6.
