PURPOSE: A building operating plan-deriving apparatus and a method thereof are provided to implement more efficiently and precisely building operation by drawing a building operation method which is the most close to input condition, based on input information, through a inference engine. CONSTITUTION: A basic data input unit(102) inputs one or more building information. A inference engine unit(110) deduces a building operating plan and outputs it, by using one and more out of a building operating information, a rule set and the building energy specific information. The building operating information is the recorded information by accumulation of building operation data operated in past. A building operating plan is extracted from the building operating information accumulated from past, and then is accumulated into rule set.
