<P>PROBLEM TO BE SOLVED: To provide a surface layer to be used for a melamine decorative board including an aluminum layer, which can be subjected to bending forming of 3R or less while keeping the surface hardness of the melamine decorative board, and to provide a melamine decorative board using the same. <P>SOLUTION: The surface layer material to be used for a decorative board having a surface layer, or having a surface layer and an aluminum layer, includes a surface layer base material which supports a melamine resin (A) and a urethane acrylic resin (B). The melamine resin content is gradually reduced and the urethane acrylic resin content is gradually increased with the increasing distance from a first surface that is a designed surface of the surface layer base material.
