<P>PROBLEM TO BE SOLVED: To suppress incorrect detection and detection omission caused by interference by regularization of an image. <P>SOLUTION: An obtained image is divided by an image division unit 63, and a histogram of a block selected by an update area selection unit 61 as an update object is created by a histogram creation unit 64. A histogram storage unit 62 sequentially updates and stores the created histogram. A regularization processing unit 65 determines whether to regularize the histogram. A change determination unit 66 calculates a similarity between the histogram created by the histogram creation unit 64 and a past histogram stored in the histogram storage unit 62, and determines a change of the obtained image on the basis of the calculation result.
