PURPOSE: An apparatus and a method for controlling a failure of a hybrid electric vehicle based on a dual power supply are provided to normally drive a hybrid electric vehicle by directly connecting a battery to an inverter in case of a converter failure and through DC link constant voltage control in case of an ultra-capacitor failure. CONSTITUTION: A DC/DC converter(120) converts DC voltage outputted from a battery. An inverter(130) drives a load by converting the DC voltage outputted from the DC/DC converter and a capacitor into the AC voltage. A controller(110) controls the DC/DC converter and the inverter to activate a hybrid mode using a dual power supply including the battery and the capacitor, detect a failure of the DC/DC converter or the capacitor, and stop the inverter in the event of a failure of the DC/DC converter.
