<P>PROBLEM TO BE SOLVED: To provide a common mode noise filter that implements a specified characteristic impedance. <P>SOLUTION: The common mode noise filter includes: a plurality of insulator layers 11a-11e; a first coil 14 comprising a first spiral conductor 12 and a second spiral conductor 13 formed on the insulator layers 11a, 11c; and a second coil 17 comprising a third spiral conductor 15 and a fourth spiral conductor 16 formed on the insulator layers 11b, 11d.
