<P>PROBLEM TO BE SOLVED: To propose a wireless relay device and the like capable of improving a connection environment to a public line such as the Internet and the like. <P>SOLUTION: In a wireless communication system 1, a WMA (Wireless Multihop Aggregator) 7 is, so to say, a mobile router having a relay function, and can access the Internet 3 not only in the case that the WMA 7 can be connected to a public hotspot 5 directly but also via an adjacent WMA 7. In the case that the WMA 7 accesses the Internet 3 via the adjacent WMA 7, upstream connection may be disconnected, and connection with the Internet 3 may not be established. Therefore, at least in the case that the WMA 7 accesses the Internet 3 via the adjacent WMA7, not only whether or not connection is established but also whether or not the WMA 7 can access a specific site are detected to confirm a connection state with the Internet 3 and then determine whether or not the WMA 7 is in a connectable state.
